"All praise belongs to Allah, and may the praises and salutations of Allah be upon the one after whom there is no Prophet, as well as upon his family and his Companions.
That being said:
OUR SHEIKH, THE VERY SCHOLARLY SÂLIH BIN MOHAMMAD AL-LOUHAYDÂN, SAID TO ME:
1 – Saying Allahumma ballighnā Ramadān (“O Allah! Let us reach the month of Ramadan!”):
This is a legislated and permissible supplication. There is no problem in saying it.
2 – And he said to me:
Offering congratulations due to the approach of Ramadan—I hope there is no harm in that.
